  Article 70-Finance  
70.1

Finance

 
  It is a duty of every office holder and every employee of agencies nominated under this Charter to ensure the intelligent and honest financial management of the affairs of the Republic of United-Korea. That in any association of human wealth and human assets in the name of One the Nation that the greatest virtue and honor of character is shown.  
  All money entrusted to the One the Nation, whether by supreme, national, regional or local administration contributions shall be for the benefit of whole the Nation and not just a few. At all times officer holders are expected to show the utmost respect for finances and show restraint wherever possible on expenditure that may be considered frivolous or for the personal use only.  
70.2 Director of National Financial Management Systems  
  The National Director of Finance Systems shall be vested with the sole authority of the good management of the knowledge system of the Republic of United-Korea and the operation of the National Financial Management Agency of the Republic of United-Korea.  
  The National Director of Finance Systems shall be a direct appointment by employment contract of The President upon approval of the Congress for whatever term The President deems is appropriate.  
  The role of National Director of Finance Systems of the Nation shall hold the dual position as a member of the Congress with all the privileges and power of the role.The tenure as Congress or is determined by the concurrent tenure as a National Director of Finance Systems of the Republic of United-Korea.  
  The National Director of Finance Systems of the Republic of United-Korea shall also be a member of the National Board charged with the responsibility of managing the day to day affairs of the Republic of United-Korea.  
  As National Director of Finance Systems of the Nation, it is tasked to this person the burden of ensuring the best possible standards of finance standards and management for all the citizens of the Republic of United-Korea. It is also the primary responsibility of the National Director of Finance Systems of the Nation to manage the Finance and Accounting Standards as defined in this Charter and approved annexures.  
70.3 National Financial Management Secretariat of the Republic of United-Korea  
  The National Financial Management Secretariat of the Republic of United-Korea shall be responsible for the administrative duties of the National Director of Finance Systems of the Republic of United-Korea and their reports to the National Board and the Congress.  
70.4 National Board of Financial Management Systems of the Republic of United-Korea  
  To ensure the good conduct of all office bearers and the fulfillment of services consistent with the rules of this Charter a permanent committee known as the National Board of Finance Systems of the Republic of United-Korea shall be established.  
  The Chairman of this Board shall be the National Director of Finance Systems of the Republic of United-Korea and the remaining members of the Board shall be the appointed National Directors of Finance Systems of the Republic of United-Korea in the various sovereign nations for which the Nation is established.  
  As Chairman of this National Board of Finance Systems, the National Director of National Finance Systems of the Republic of United-Korea shall have the power to set all agendas, date for meetings and minutes of meetings. By this Charter, the National Board of Finance Systems shall meet not less than four (4) times a year.  
  Vested by this Charter, the National Board of Finance Systems of the Republic of United-Korea shall have the power to veto the executive orders of the Chairman on a vote of simple majority with each member having one vote. However, the Board shall not have the power to veto motions relating to the payment of expenses and income.  
70.5 National Finance Agency of the Republic of United-Korea  
  By this Charter, a permanent agency shall be established for the ongoing provision and management of finance services for the Nation. This agency shall be known as the National Finance Agency of the Republic of United-Korea.  
  By this Charter the day to day management of the National Finance Agency of the Republic of United-Korea shall be vested in the sole authority of theNational Director of National Finance Systems of the Republic of United-Korea upon the approval of major decisions by the National Board of Finance Systems of the Republic of United-Korea.
