| By this Charter an Emergency Code shall be formed. All existing and new laws providing for local, national and multi-national emergencies shall be subject to inclusion in the Emergency Code. | ||

| The Emergency Code shall be structured into chapters, which in turn are divided into articles and then one or more clauses within each article. | ||
